GlobalFoundries said on Oct. 14, 2026, that it was selected to provide technology and operate two 300-millimeter fabs at its Malta, New York campus under a U.S.-Japan initiative. The company said the project would expand U.S. wafer capacity and create regional jobs.
Funding and Capacity Expansion
The U.S.-Japan initiative will provide up to $21 billion in Japanese investment to support the two fabs, with about $10 billion allocated to each. The first fab is targeted to begin operations in 2029. Each facility is expected to add roughly 900,000 wafers of annual U.S. manufacturing capacity, totaling about 1.8 million wafers when both are fully operational. GlobalFoundries will contribute its technology and operate the plants.
Timing, Jobs, and Site Readiness
GlobalFoundries expects to break ground on the first fab later in 2026. The project could generate approximately 27,000 construction and ecosystem jobs, along with more than 1,000 high-skilled manufacturing positions in New York’s Capital Region. The Malta site is permitted and shovel-ready, using existing infrastructure to accelerate construction.
Strategic Context and Related Projects
GlobalFoundries described the initiative as supporting U.S. semiconductor manufacturing, strengthening critical supply chains, and meeting demand from automotive, industrial, and connected-infrastructure markets. Separately, on Oct. 8, 2026, the company announced a multiyear agreement with TSMC to produce silicon interposers for advanced packaging at Malta, with volume production expected to ramp in the first half of 2028. This agreement is separate from the Japan-backed two-fab initiative. An investor and analyst webcast to discuss the announcement was scheduled for 1:00 p.m. EDT on Oct. 14.
“The site is permitted and shovel-ready, using existing Malta infrastructure to speed construction,” GlobalFoundries said.
