The Dell Pentagon contract announced at a Pentagon briefing on May 27, 2026 (ET) awarded Dell Federal Systems a blanket purchase agreement to consolidate Microsoft software licensing and cloud services across the Defense Department, Intelligence Community, and Coast Guard, the Department of Defense said.
Contract Terms and Scope
The U.S. Department of Defense granted Dell Federal Systems, L.P. a single-award, firm-fixed-price blanket purchase agreement (BPA) under the Department of Defense Enterprise Software Initiative. The contract, branded the Core Enterprise Technology Agreement (CETA), operates within the Enterprise Software Agreement II framework. Some reports refer to it as the DOW ESA II BPA.
The five-year agreement carries an estimated ceiling of about $9.7 billion. It covers management and provision of Microsoft software licenses, software assurance, Microsoft 365 subscriptions, advanced cloud services, and on-premises licensing. The BPA extends across all DoD components, the Intelligence Community, and the U.S. Coast Guard through a single vehicle.
Pentagon Rationale and Timing
DoD officials said the BPA consolidates existing IT budgets from services and agencies rather than adding new funding. The agreement centralizes Microsoft-related procurement to simplify and speed acquisition and deployment of software and cloud capabilities. The department expects the vehicle to generate about $422 million in annual savings once fully implemented, with potential for additional savings as more services migrate to the contract.
Dell Federal Systems won the award after a competitive process, with Microsoft identified as the underlying software partner. The U.S. Navy will manage the BPA for use across DoD components. DoD Chief Information Officer Kirsten Davies and acting Navy CIO Barry Tanner discussed the award at the Pentagon briefing.
The announcement came ahead of Dell Technologies’ quarterly earnings report scheduled for May 28, 2026 (ET), highlighting the contract’s near-term relevance for investors and analysts.
