SpaceX’s Starlink faces a launch delay in India after the country’s telecom ministry said on October 8, 2026, that security assessments must be completed before spectrum can be assigned. The ministry’s statement followed Elon Musk’s public claim that unnamed oligarchs were blocking Starlink’s access.
Ministry Confirms Security Reviews and Regulatory Status
India’s Ministry of Communications said it applies a fair, non-discriminatory authorization framework for satellite communications. It identified Starlink, Jio Satcom, and Eutelsat OneWeb as licensed non-geostationary providers at broadly the same regulatory stage. The ministry rejected Musk’s allegation, calling the suggestion that the framework or its application is unfair or discriminatory “baseless and misconceived.”
Security assessments remain underway for each licensee, and spectrum assignment can proceed only after an individual licensee completes its security process.
Starlink’s Infrastructure, Partnerships, and Commercial Status
At India Mobile Congress 2026, Starlink’s vice president of business operations, Lauren Dreyer, said the company had built 20 gateway sites and installed hundreds of antennas across India. Starlink designed India-specific data and security controls to keep local user data within the country.
SpaceX announced distribution agreements with Reliance Jio and Bharti Airtel in March 2025, but those partnerships had not yet led to a commercial launch as of the ministry’s statement. Starlink’s commercial satellite-internet service remained offline, with the company stating it will begin operations only after securing remaining approvals, including completion of security requirements and access to spectrum.
Musk’s Allegation of Oligarchs Blocking Access
On October 7, 2026, Elon Musk posted on X that unnamed oligarchs were blocking Starlink to maintain a monopolistic chokehold over Indian consumers. He did not identify any individual or company. Musk also said Starlink beams had been turned off over India and denied that the network had been used there by any party.
