The RTX Tomahawk contract, announced Aug. 17, is a $22.9 billion U.S. Navy award to boost production to more than 1,000 missiles a year. Pentagon officials said the contract aims to replenish depleted stocks and stabilize the industrial base.

Navy Award and Contract Terms

The U.S. Navy awarded Raytheon, an RTX business, the Tomahawk production contract on Aug. 17, describing it as a signed agreement to accelerate deliveries and expand long-range strike capacity. RTX said in a press release that the seven-year contract falls under the Department of War’s Arsenal of Freedom initiative. The program covers Tomahawk cruise missiles along with production equipment, support, and sustainment.

Production Ramp and Industrial Impact

The contract supports a multi-year ramp in Tomahawk missile production toward the announced target. RTX reported an operational increase before full contract execution, delivering three times as many Tomahawk missiles to the Navy in the first half of 2026 as in the same period in 2025. To meet higher output demands, RTX plans to add staff, expand production lines, and collaborate with hundreds of small and mid-sized suppliers nationwide.

Pentagon and Navy officials present the contract as a tool to expand the munitions industrial base, reduce procurement lead times, and provide stable, predictable demand for long-lead components. The award significantly enlarges RTX’s long-term defense backlog and provides multi-year revenue visibility for its missile segment. Equity commentary highlights potential indirect benefits for other defense suppliers involved in Tomahawk subsystems, including L3Harris and General Dynamics, as suppliers scale to meet contract demand.

Together, the scale and structure of the award aim to shift the Tomahawk program from low-rate production to continuous, higher-volume manufacturing, with effects on hiring, plant investment, and supplier activity across the defense industrial base.
