Alphabet Inc.’s Google plans to invest about $15.1 billion in Finland over the next two years, expanding AI and cloud infrastructure across Hamina, Kajaani, Vaala, and Muhos. The company described the program in a blog post on Sept. 9, 2026, as its largest single investment in Europe.
Scale and Site Plan
The program centers on expanding the existing Hamina data-center campus and building three new data centers in Kajaani, Vaala, and Muhos, totaling four projects. These facilities will increase compute and storage capacity to support large AI models and European cloud services, including Gemini, Search, Maps, and YouTube.
Major construction is scheduled for 2027 and 2028, when on-site building and heavy infrastructure work will be most active. The investment aims to strengthen the digital infrastructure underpinning Google’s AI and cloud services in the region.
Energy Partnership and Economic Impact
Google and Finnish state-linked energy company Fortum signed a memorandum of understanding and a related power-purchase agreement (PPA) tied to the Loviisa nuclear plant. The Fortum Loviisa PPA, described as a 22-year life-extension contract, will cover up to half of the plant’s output to secure carbon-free power for the Hamina campus. This long-term deal anchors baseload, carbon-free energy for Google’s compute operations.
The program also includes investments in electricity grid improvements, clean energy, and battery projects. Google’s siting strategy locates data centers near carbon-free power sources to reduce additional grid investments and costs to the Finnish state while ensuring reliable, high-density compute operations.
Google estimates the construction phase will add about €3.6 billion annually to Finland’s GDP, driven mainly by construction and related supply-chain spending. The plan is expected to support more than 37,000 jobs nationwide during construction, including roughly 16,000 in construction, and about 7,000 jobs annually once operational. These figures combine direct employment at project sites with indirect roles across contractors, suppliers, and local services.
The company committed €31 million to local community funds over four years for Hamina, Kajaani, Muhos, and Vaala. The funding will support education, research, workforce development, and environmental and biodiversity projects to build local skills and broader economic benefits linked to the new infrastructure.
Finnish officials, including Prime Minister Petteri Orpo, welcomed the investment as validation of Finland’s role in the data economy and a boost to innovation and research capacity. The program ranks among the largest industrial investments in Finnish history, reflecting the government’s focus on expanding digital-economy infrastructure.
