Microsoft Corp. said in a press release on Dec. 9, 2025, that its India investment and a separate Canadian pledge will expand cloud and AI infrastructure, workforce skilling, and sovereign-ready services, highlighting the growing importance of these markets in its global strategy.
India Investment Focuses on Hyderabad and Sovereign Cloud
Microsoft will invest $17.5 billion in India over four years, covering calendar 2026 through 2029. This builds on a $3 billion pledge from January 2025, bringing the total commitment to $20.5 billion by the end of 2026. The company described this as its largest investment in Asia. The India South Central cloud region in Hyderabad, designed with three availability zones, is scheduled to launch mid-2026 and will be the country’s largest hyperscale region. Microsoft will continue expanding datacenters in Chennai, Hyderabad, and Pune. CEO Satya Nadella met Prime Minister Narendra Modi to discuss an AI roadmap and growth priorities.
The program includes sovereign-ready products: a Sovereign Public Cloud is now available, and a Sovereign Private Cloud (Azure Local) will support regulated sectors. Microsoft 365 Copilot is set to process data in India by the end of 2025. The company outlined compliance measures—Sovereign Landing Zones, policy enforcement, and governance controls—to meet requirements in government, banking, and healthcare. It has doubled its skilling target to equip 20 million Indians with AI capabilities by 2030 and reported training 5.6 million people since January 2025. Microsoft plans to integrate with the e-Shram and National Career Service platforms to reach roughly 310 million informal workers. The company employs more than 22,000 people across Bengaluru, Hyderabad, Pune, Gurugram, Noida, and other cities. Ashwini Vaishnaw, India’s union minister for electronics and information technology, said, "As AI reshapes the digital economy, India remains committed to innovation anchored in trust and sovereignty."
Canada Investment Targets Cloud Expansion and Skills Development
Microsoft’s Canadian investment totals C$19 billion from 2023 through 2027, with more than C$7.5 billion planned for deployment over the next two years. The company called this its largest investment in Canadian history, focusing on expanding cloud and AI infrastructure and strengthening digital-skills programs. Microsoft has operated in Canada since opening its first office in Toronto in 1985.
Together, the India and Canada commitments prioritize hyperscale infrastructure, sovereign-ready services, and workforce skilling. Near-term milestones such as region launches, in-country AI processing, and rapid capacity build-outs will test Microsoft’s ability to localize products, scale datacenter capacity, and deploy skilling at population scale.
